The advanced training will be held in the Crowne Plaza Hotel located in Berlin, Germany. Please see Venue and Travel for additional information.
The goal of the advanced training course is to provide participants with training opportunities tailored to meet the needs of government officials, military officers, scholars and practitioners based primarily in Russia, Eastern Europe, and Central Asia. Participants will be invited by the George C. Marshall European Center for Security Studies. Enrollment will be limited to 60 participants.
The George C. Marshall European Center for Security Studies and the Program on Humanitarian Policy and Conflict Research (HPCR) will provide core instruction jointly. Additional faculty and guest speakers from academic institutions, NGOs and other centers working in the field of IHL will be invited to contribute to specific sessions.
Faculty will seek to establish favorable conditions for the promotion of a constructive engagement and fruitful dialogue among participants. They will serve to support and advance informal exchanges through the sequencing of plenary and working group discussions (simultaneous translation in Russian will be available), apply Chatham House rules to the debates, require participants to focus their contributions, questions, and comments on generic issues and to refrain from making judgmental remarks on current conflict situations.
The training will feature:
- An advanced training and instruction in International Humanitarian Law
- Policy debates on key challenges to the implementation of the law
A Business Center for all conference participants will be located at the hotel in room Wiesbaden/Munich where participants can check email without any costs.
During the conference, messages will be posted on the information board located outside of the Conference Room. Please check the information board regularly.
Berlin, Germany enjoys cool temperatures in late September. The average high temperature is approximately 20°C and the average low is 10°C, with levels of high humidity (80%) and precipitation (averaging 50 mm of rainfall in the month of September). The average number of hours of sunshine is 6 – 7 hours per day.
We advise packing an umbrella and a sweater or lightweight jacket to ensure your comfort in the evenings.
The attire for the conference is business attire.
The seminar will be conducted in English.
