The Program on Humanitarian Policy and Conflict Research (HPCR)
Four days of operational training and comprehensive instruction on IHL, combined with expert presentations
and discussions of challenges for the law in recent conflicts.

This event is designed to create a space for professional dialogue on IHL for government officials, policy-makers, and practitioners in Russia, Eastern Europe, and Central Asia. The training will combine a policy debate on key challenges to the implementation of IHL with discussion of concrete operational considerations, as well as training and instruction in IHL.

The event is intended to enhance participants’ capabilities in addressing legal issues from an operational perspective and is designed specifically for persons with related professional investment — practical experience or exposure to the issues, and who are interested in the furtherance of that critical knowledge and its relevance to current IHL challenges associated with conflict.

The specific objective of the training is to promote discussion of the implementation of IHL in current conflicts by developing a constituency of interested parties, stimulating interest and knowledge among practitioners from different countries, and by providing a forum for the exchange of views and information among experienced professionals.
